You can use this on a 700c bike, but with a 26" wheel in the rear once rack is installed.
this attachment allows to use disc or v brakes.
you can carry cargo (two black bags are very large); two small kids; one adult or adult and kid. As long as you can pedal with load - the rack will manage.
I can provide a free rear wheel with this sale. (wheel will need truing; skewer, tire)
Alternatively i have several cannondale mountain bikes from Large to Small size that i can sell with this rack.
I had bike shop build same set up for me before for ~100-$150 which includes labor and extra parts you will need such as longer chain and brake cables. Typically all parts from complete bike just move over otherwise.
