This is avoidable and needless as drones are not only safer, more efficient, much quieter, and much less expensive for the very same purposes.
But the ever corrupt city would rather send up an out-dated dangerous and noisy helicopter instead of a safe drone because of the kickbacks and side money it makes by sending someone's brother-in-law to fly on a useless mission.
