Water submeter and reading needed (Midtown)

Hi I am a commercial tenant and my landlord is requiring me to put in a water submeter so that they can start charging me for water bills. This requires both installation and actually reading the meter. Need some help doing this and potentially a meter that benefits me by reading lower water usage if thats possible? Its a new landlord and they are being a bit difficult to work with so don't want to give them more than I have to.
