Obligatory Financial Transaction Process
In order to make this a safe transaction for all, here is the process I will expect for the buyer to comply with the following process:
Option 1: Certified or Cashier’s Check
1. Meet at buyer's bank branch;
2. Buyer and seller mutually verify identities using state issued driver's licenses;
3. Buyer's bank teller issues the certified or cashier’s check in the seller's presence. Confirm name on check matches with buyer's id;
4. Seller completes title transfer to the name on the buyer's state issued id;
3. After funds have been verified, seller hands buyer the completed title transfer and bill of sale.
Option 2: Cash
1. Buyer meets seller at seller's bank branch with cash on hand;
2. Buyer and seller mutually verify identities using state issued driver's licenses;
3. Seller's bank teller checks validity of cash, and counts and deposits money into seller's account;
4. Seller completes title transfer to the name on the buyer's state issued id;
5. After funds have been verified, seller hands buyer the completed title transfer and bill of sale.

New York State Title Transfer Rules
All title transfers will follow New York State DMV procedures. The seller and buyer will complete and sign the title together, record the odometer reading, and fill out a bill of sale showing the sale price, date, and both parties’ names and addresses. The buyer will then register the vehicle and pay sales tax at the DMV using the signed title, bill of sale, and proof of insurance. License plates will be removed by the seller at the time of sale.
