Employee Relations Administrator

JOB DESCRIPTION/ REQUIREMENTS
Responsible for the development and administration of Employee Relations Program and employee advocacy
Develops, implements, and administers the management-labor relations area of the personnel program in an effort to improve labor relations
Investigates problems, such as: working conditions, disciplinary actions, and employee and applicant appeals and grievances. According to circumstances, provides guidance and recommendations for problem resolution to departmental officials and individuals.
Advise management on the formulation and administration of plans and policies for human resource activities.
Act as internal consultant by analyzing and recommending solutions to human resource issues relating to assigned program or section area.
Prepare and maintain special internal and external reports as requested by immediate supervisor. Answer non routine requests for information on policy interpretation.
Conduct periodic audits of human resource activities to ensure compliance with policies and procedures.
Assists in development and implementation of personnel policies and procedures; prepares and maintains employee handbook and policies and procedures manual.
Helps employees, supervisors, and department heads to settle work-related conflicts through advice, recommendation and disciplinary actions.
Develops and maintains affirmative action program; maintains other records, reports, and logs to conform to EEO regulations.
Assists in evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
Establish and maintain good effective working relationships with employees in all locations, agencies and clients.
Conduct audits of labor procedures and payroll practice for all entities.
Manage special projects as needed
Responsible for maintaining up to date with current Labor and Payroll Laws
Responsible for union recruiting and training; disciplinary actions and disputes
EDUCATION
A bachelor's degree with five (5) to ten (10) years of Human Resources experience
Professional in Human Resources (PHR) certification preferred.
SKILLS
Extensive knowledge of computer software (Windows 95, 98, XP and Microsoft Office)
High level of interpersonal skills to handle sensitive and confidential situations and documentation.
Knowledge of office administration procedures
Excellent oral and written communication skills
Bilingual Spanish a MUST
Considerable knowledge of principles and practices of personnel administration
Knowledge of state and federal labor laws and regulations
Experience in union contracts, grievances & arbitrations
Experience in hiring, terminating and disciplinary actions for union employees
Experience in training and development and multi-entity and environment (including multi-unions environments)
